GEORGIA - Urgent Opinion on amendments to the Code of administrative offences and the Law on assemblies and demonstrations

Strasbourg - The Venice Commission issued its Urgent Opinion on the amendments adopted by the Georgian Parliament on 13 December 2024 and 6 February 2025 to the Code of Administrative Offences and the Law on Assemblies and Demonstrations of Georgia.

The request for an Urgent Opinion was made by the President of the Parliamentary Assembly of the Council of Europe, Mr Theodoros Rousopoulos.

The Urgent Opinion will be submitted for endorsement to the 142nd plenary session of the Commission (Venice, 14-15 March 2025).

Paris/online - Mr Iain Cameron, member of the Venice Commission in respect of Sweden, participated online in a meeting of the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe, which took place in Paris, France, on 3 March 2025.

Lisbon, 27/02/2025 – Mr Srdjan Darmanović, Member of the Venice Commission in respect of Montenegro and Vice-Chair of the Council for Democratic Elections, took part in the Conference on Artificial Intelligence, Democracy and Elections organised by the National Electoral Commission of Portugal to commemorate its 50th anniversary.

On 24 and 25 February 2025, a delegation of the Venice Commission held a series of online meetings in preparation for the Opinion on the Draft law on making supplements and amendments to the “Law on expropriation of property for ensuring overriding public interests” along with supplementary legislation. Presentation on the Rule of Law Checklist to the European Parliament’s Subcommittee on Human Rights

Brussels/online - On 18 February 2025, Ms Simona Granata-Menghini, Secretary of the Venice Commission, participated online in the European Parliament’s Subcommittee on Human Rights’ exchange of views on the rule of law in the enlargement process. The Secretary presented the Venice Commission’s work, in particular its Rule of Law Checklist and the opinions prepared for the four enlargement countries covered by the European Commission's 2024 Rule of Law report (Albania, Montenegro, North Macedonia and Serbia).

Kyrgyzstan – Forthcoming Opinion – Online meetings

On 18-19 February 2025, a delegation of the Venice Commission held a series of online meetings in preparation for the draft Opinion on the draft amendments to the Code of Offences on the compulsory transfer of offenders in a state of intoxication for emergency drug treatment. This opinion was requested by the Minister of Justice of the Kyrgyz Republic.
