Igor ROGOV 

 

Chairman of the Human Rights Commission

ROGOV Igor Ivanovich was born on May 17, 1950 in Baku. He graduated from the Kazakh State University Law Faculty.


After graduation he worked as the investigator of internal affairs bodies of Almaty, then within 15 years was engaged in teaching activity. From May 1990 to July 1992 worked as Senior Consultant, the Deputy Head of Department of the President Administration and the Cabinet of Ministers. In July 1992 was appointed Vice-President of the Constitutional Court of the Republic of Kazakhstan and the Adviser of the Head of the State (1995-2000). Was the Chairman of the Supreme Judicial Council. From September 2000 to January 2002 - Minister of Justice of the Republic of Kazakhstan. Chairman of the Council for legal policy under the President of the Republic of Kazakhstan (2003-2004).


In March 2004 Mr Rogov was appointed the Head of Administration of the President of the Republic Kazakhstan and the Head of Legal Department. 


From 2004 till 2017 he was the Chairman of the Constitutional Council of the Republic of Kazakhstan.


Mr Rogov is the Member of the Venice Commission in respect of Kazakhstan since 2012.


Doctor of law, Professor, Academician of the Academy of social sciences. Honoured worker of the Republic of Kazakhstan.


The holder of «Parasat» (2005) and «Dostyk» orders, anniversary medals in commemoration 10th anniversary of state independence of the Republic of Kazakhstan and 10th anniversary of Astana, «50 years of Tynga», «Astana».


Was conferred several international prizes in the sphere of jurisprudence. Laureate of international «Femida» prize.


Published more than 80 scientific and scientific-popular articles in domestic and foreign editions, methodical books on criminal law. The author and co-author of textbooks such as Criminal law of the Republic of Kazakhstan (1998), Economics and criminality (1991), Criminal law (particular chapter) (2001), Criminal law (common part) (2003), Constitutional control in Kazakhstan (2005), Criminology (2006), Explanatory dictionary of Constitution (1996).


By Decree of the President of August 5, 2015 № 59 is conferred a medal «20 years of the Constitution of Kazakhstan».
