1974 – 1979 - Moscow State University, Faculty of Law.
1979 -Diploma in Jurisprudence.
1979 - 1983 – Institute of State and Law of the Academy of Sciences of the USSR (Post graduate studies).
1984 - Ph.D in Law.

1980 – 1988 - Assistant, associate professor of Soviet Law in the Institute of Radiotechnics, Electronics and Automatics.
1988 - till now - Senior research fellow, head of the department, deputy director for scientific work of the Institute for Legislation and Comparative Law under the Russian Federation Government.
IV. Other activities.
1992 – 1993 – Expert of the Constitutional Commission of the Russian Federation, one of the authors of the draft Constitution of the Russian Federation.
1986 – 1987 - Associate professor of the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs (part time).
2006 – 2007 - Professor of the Russian Legal Academy of the Ministry of Justice of the Russian Federation (part time).
