Unzila SHAPAK 

She was born on April 30, 1973 in the Republic of Mongolia.


In 1991 she graduated with honors from secondary school No. 2 with a mathematical bias in the Nalaih district of Ulan-Bator.


In 1996 she graduated with honors from the Faculty of Law of the Karaganda State University named after E.A. Buketova and received the qualification of a “lawyer” in the specialty “Jurisprudence”.


In 2001, she defended her thesis for the degree of Candidate of Juridical Sciences on the topic “1640 Mongol-Oirat law”.


In 2006 she received a degree of associate professor in the specialty “Jurisprudence”.


In 2007-2010 she studied at the doctoral studies department of Theory and History of State and Law of the Kazakh Humanitarian Law University. In 2010, she defended her thesis for the degree of Doctor of Juridical Sciences on the theme «Қалмақ хандығының саяси құрылымы жəне құқықтық жүйесі (1664-1771 жж.».


In 2012 she graduated from the Karaganda Economic University Kazpotrebsoyuz, specializing in Economics.  She began her career as a lecturer at the Faculty of Law of the Karaganda State University named after E.A. Buketov.


In 1996-1998 worked as a teacher of the departments of the Fundamentals of Law, Theory and History of State and Law of the Karaganda State University named after EA. Buketov.


In 2001-2004, Worked as a senior lecturer of the Department of Theory and History of State and Law of the above-mentioned university.

During 2004-2007 years worked at the post of associate professor of the Department of Theory and History of State and Law of the Kazakh Humanitarian Law University.


In 2009 she also performed the functions of the head of the department.


2004 - 2014 - expert of the Institute of Scientific Analysis and Expertise at JSC “KAZGUU University”. Conducted an examination of more than 100 regulatory legal acts and subordinate legislation on corruption factors and scientific and legal expertise.


In 2009-2011 she held the post of the head of the Chair of Theory and History of State and Law of the Kazakh Humanitarian Law University.


2010-2015 - Chief research officer of the Center for Linguistic Expertise of the Institute of Legislation of the Ministry of Justice of the Republic of Kazakhstan. Performed an examination of the regulatory legal acts of the Republic of Kazakhstan and international treaties concluded with foreign states.


From 2011 to 2014, she held the post of Director of the Higher School of National Law of JSC KAZGYU.
2014 - 2016 - Director of the Higher School of Law of JSC “KAZGUU University”.


Decree of the Senate of the Parliament of the Republic of Kazakhstan No. 923-V SP on March 3, 2016 was appointed as a member of the Constitutional Council of the Republic of Kazakhstan.


By a Resolution of the Senate of the Parliament of the Republic of Kazakhstan No. 657-VI PS on March 12, 2020, Shapak Unzila is appointed a member of the Constitutional Council of the Republic of Kazakhstan. 


By Decree of the President of the Republic of Kazakhstan № 289 of March 16, 2020 the member of the Constitutional Council U.Shapak has been appointed Republic of Kazakhstan substitute member of the European Commission for democracy through the law (Venice Commission).


She is the author of textbooks and more than a hundred scientific articles on the theory of state and law, the history of the state, and the law of foreign countries.


In 2001, 2009 she was awarded the Certificate of Honor of the Minister of Education and Science of the Republic of Kazakhstan, in 2002 and 2010 - Honorary Diplomas of akims of the city of Karaganda and Astana.

In 2010 she became the winner in the nomination “The Best Associate Professor of the Year” in the group of specialties “Law” of the Republican educational and methodical section at the Ministry of Education and Science of the Republic of Kazakhstan.


She was awarded the jubilee medals “15 years of KAZGUU”, the medal “For the great contribution to work”, “20th anniversary of Constitution of the Republics of Kazakhstan “.


By the Decree of the President of the Republic of Kazakhstan of November 29, 2016, No. 380 was awarded the jubilee medal “25th anniversary of independence of the Republic of Kazakhstan”.
