SHASIVARI Jeton

Jeton Shasivari was born in Tetovo, North Macedonia where he also lives. He completed his four-year basic legal studies at the Faculty of Law of the University "St. Cyril and Methodius" in Skopje (North Macedonia). He completed his two-year master's degree in Constitutional and Administrative Law at the Faculty of Law of the University of Pristina (Kosovo), while he completed his three-year doctoral studies in Constitutional and Administrative Law at the Faculty of Law of the South East European University (North Macedonia).
 

He has been employed at the Faculty of Law of the South East European University since 2002, initially as a Teaching Assistant; from 2006 as Assistant; from 2009 as Assistant Professor; from 2014 as Associate Professor and from 2019 as Full Professor in the legal field of Constitutional and Administrative Law.
 

In the period 2006-2014 he served as Vice Dean of the SEEU Faculty of Law; in 2012-2016 he was a Member of the SEEU Senate; in 2014-2016 he was a Member of the Central Research Committee at SEEU; in 2015-2019 he was a Vice-President and Member of the Board for accreditation and evaluation of higher education in North Macedonia, elected by the Inter-University Conference; from 2019 he is a Lecturer of Constitutional Law at the Academy for judges and public prosecutors in North Macedonia, while, from 2020 he is a Member of the Council of the Max van der Stoel Scientific Institute of SEEU; in the period 2020-2021 he was a member of the Commission of the Ministry of Justice for passing the bar exam in the subject: Constitutional Regulation of the North Macedonia and the European Convention for the Protection of Human Rights and since November 2022, he is a member of the School for Doctoral Studies of South East European University.
 

Prof. Shasivari is the author of the Legal Dictionary with explanations from Albanian to the Macedonian language 2008 ed., as well as the author of the university textbooks: "E drejta kushtetuese" (Constitutional Law), 2015 ed. and 2020 ed.; "E drejta administrative-E drejta materiale dhe procedurale" (Administrative Law-Material and Procedural Law) 2015 ed.; "Fillet e së drejtës" (Introduction to law) 2020 ed.; “Vetëqeverisja lokale: shqyrtime teorike dhe krahasimore” (Local Self-Government: Theoretical and comparative reviews) 2021 ed. as well as the textbook: Административно право (Administrative Law) 2022 ed., for secondary professional education for the third year for the educational profile legal technician, economic-legal and commercial profession published by the Ministry of Education and Science.
 

In 2008 he was on a study visit to the Edinburgh Faculty of Law (Scotland) as well as in the United States at the invitation of the US Department of State as part of the International Visitor Leadership Program on US Judicial and Political System in Washington, Arizona, Colorado, Indiana and Florida, where he visited the Supreme Court, Congress, Senate, Federal Department of Justice, several law schools, courts, prisons, police academies, federal bodies, etc.
 

In 2010 he was on a study visit at the Faculty of Law of Bologna (Italy) and Ljubljana (Slovenia) as well as the Belgian Senate in Brussels and the Diplomatic Academy of Vienna (Austria).
 

In 2011 he was on a study visit to the Sorbonne University in Paris (France) and Geneva (Switzerland) at the UN European Headquarters, the International Committee of the Red Cross, the World Trade Organization and the World Intellectual Property Organization and the Faculty Law of the University of Graz (Austria).
 

In 2012 he was on a study visit to the German Bundestag and Bundesrat in Berlin and the Hamburg Faculty of Law, as well as to the Max-Planck Institute for International and Comparative Law in Hamburg.
 

In 2013 he was on a study visit at the Law Faculties of Madrid and Barcelona (Spain) and the Spanish Parliament (Cortes Generales) in Madrid as well as the Catalan Parliament in Barcelona, ​​and in 2014 at the Supreme Court of the United Kingdom in London and Oxford University School of Law as well as the Criminal Court in London.
 

In 2019, as a SEEU representative, he participated in the European Program "Erasmus Plus" in the International Week of the 25th anniversary of the University of Applied Social Sciences in Vilnius and Kaunas, Lithuania.
 

In March 2020, prof. Shasivari was part of a group of constitutional legal experts invited by the President of the Republic of North Macedonia, Dr. Stevo Pendarovski to declare a state of emergency due to the COVID-19 pandemic and to postpone the April 12th early parliamentary elections.
 

In August 2021 at the invitation of the Association of Judges of Serbia, he was the keynote speaker at a roundtable on judicial reforms in the Western Balkans entitled: "The Judiciary in the Western Balkans - Challenges and Prospects", held in Jastrebac, Serbia.
 

In 2021, 2022 and 2023 he was a member of the judicial councils and expert jury of the 15th, 16th and 17th traditional regional competitions of impromptu trials before the ECtHR organized by the Swedish international organization: "Civil Rights Defenders" in Piran, Nis and Podgorica, in which graduating students of 13 law faculties from the former Yugoslavia and Tirana participated.
 

In 2021-2023, prof. Shasivari was engaged as an external legal expert of the Speaker of the Parliament, Mr. Talat Xhaferi in the “Jean Monnet Dialogue” process with all parliamentary groups for the approval of the new Rules of Procedure of the Parliament which for the first time in the history of the parliamentary democracy of North Macedonia was approved by consensus on November 20, 2023.
 

In April-May 2023, Prof. Shasivari was a member of the Working Group formed by the Ministry of Justice for drafting the upcoming constitutional amendments.
 

From October 2023, Prof. Shasivari is a member of the Program Council of the Academy for judges and public prosecutors in North Macedonia, which is competent for proposing the program for the entrance exam, the initial training and the final exam, for ongoing training, for monitoring the implementation of programs and giving instructions for teaching methods and techniques in this Academy.
 

From November 2023, Prof. Shasivari is a member of the working group for drafting the amendments to the Law on the Judicial Council formed by the Ministry of Justice.
 

He is married and the father of two children.
