FREEDOM OF RELIGION IN MONTENEGRO – NO OPINION OF THE VENICE COMMISSION EXISTS

Strasbourg, Council of Europe - A paper called « DRAFT JOINT INTERIM OPINION OF THE VENICE COMMISSION AND THE OSCE OFFICE FOR DEMOCRATIC INSTITUTIONS AND HUMAN RIGHTS (OSCE/ODIHR) ON THE DRAFT LAW ON FREEDOM OF RELIGION OF MONTENEGRO » dated 27 November 2015 was made available by mistake on the Commission’s website.

Such document is a very preliminary paper which was never validated by the rapporteurs, nor by the Commission itself. As such, it does not convey the views of either the Venice Commission and OSCE/ODIHR rapporteurs or the Commission or ODIHR themselves.

This document was never transmitted to the Montenegrin authorities. The work on it was never finalized because it related to a draft law which was subsequently abandoned by the Ministry for Human Rights and National Minorities. It was agreed at that time that a new draft law would be prepared and submitted to the Venice Commission for opinion.
