- its new Guidelines on referendums drafted following a request by the Parliamentary Assembly of the Council of Europe - these Guidelines summarise common European standards to be applied in the field of referendums. The Government of the Azerbaijan has requested the the Venice Commission to give a legal opinion on the 1998 Law on freedom of Assembly. In this context, the Venice Commission participates in a Round Table on the Freedom of Assembly in Azerbaijan on 19 September 2006. Zagreb, Parliament of Croatia - The Venice Commission is invited to participate in a round table on the Draft Law on the financing of political parties and electoral campaigns co-organised by the Central State Administration Office, the OSCE Mission to Croatia, Transparency International Croatia (TIH) and GONG.

The Venice Commission expresses its satisfaction at the establishment by the United Nations Mission in Kosovo (UNMIK) of a Human Rights Advisory Panel in Kosovo, which the Commission recommended in its opinion on “Human Rights in Kosovo: Possible Establishment of a Human Rights Mechanism” (link below).

Strasbourg - the Venice Commission publishes its opinion on the international legal obligations of Council of Europe member states in respect of secret detentions and inter-state transport of prisoners.
The opinion was adopted at the Commission’s 66th plenary session on 17 March 2006.

Bosnia-Herzegovina - request for opinion

The Chairman of the Presidency of Bosnia and Herzegovina asked the Venice Commission on 2 March 2006 to provide an opinion on three different proposals for the election of the Presidency of the country. The opinion was asked for as a matter of urgency since this issue has to be resolved in order to reach overall agreement on constitutional reform. A draft Opinion under the responsibility of the rapporteurs will be sent to the Presidency on 7 March 2006. The draft will then be presented to the Commission at its forthcoming plenary session on 17 to 18 March 2006.

Secret detention centres and irregular transfer of prisoners - Request by PACE for an opinion

The Venice Commission is to prepare an opinion on the legality of secret detention centres and on the legal obligations of Council of Europe member States in respect of the transport of prisoners by other States through their territory. The Commission is expected to adopt its opinion at the next plenary session on 17-18 March 2006 in Venice.
This request for opinion, dated 15.12.2005, comes in the framework of the Council of Europe’s Parliamentary Assembly inquiry into alleged CIA detention centres in Europe.

Following a request from the Speaker of the Parliament of Moldova, Mr Marian Lupu, to the Secretary General of the Council of Europe, the Venice Commission was asked to provide its opinion on the revised Law on the Information and Security (Intelligence) Service.
This Law, already adopted in 1999, was substantially amended by Parliament on 22 July 2005.
The expertise will be carried out jointly with an expert designated by the Directorate General of Legal affairs.
