Electoral issues - Armenia –XIth International Conference

Yerevan – the Constitutional Court of Armenia held its XIth International Conference, organised in co-operation with the Venice Commission. The topic of this year’s conference was: “The role of constitutional courts in ensuring genuine elections”.

On this occasion, four rapporteurs intervened on behalf of the Venice Commission, essentially on electoral disputes:
- Ms Barbara Jouan, the Legal Department of the French Commission monitoring political parties and candidates in their electoral campaign expenses,
- Ms Jacqueline de Guillenchmidt, Member of the French Constitutional Council,
- Mr Mindia Ugrekhelidze, Judge at the European Court of Human Rights and
- Mr Bernard Owen, Secretary General of the Center of Comparative Studies on Elections, Paris.

 What standards?

 


During the current Covid-19 pandemic, national governments are taking exceptional measures to slow down the spread of the virus. On numerous occasions, the Venice Commission examined the limits of such emergency powers. The Commission has consistently underlined that State security and public safety can only be effectively guaranteed in a democracy which fully respects the rule of law. Even in genuine cases of emergency situations, the rule of law must prevail.
