Under the auspices of the Irish Presidency of the Committee of Ministers of the Council of Europe, the Venice Commission and OSCE/ODIHR coorganise a conference titled “CIVIL SOCIETY: EMPOWERMENT AND ACCOUNTABILITY”. This round table will be held all day on September 13 2022, in Strasbourg and online, and will be an opportunity for the participants to discuss the challenges of inclusive decision making processes. A special attention will be devoted to the regulations concerning foreign-funded NGOs. The conference will end with the proposal of concrete solutions by the participants.

The Chairman of the Parliament of the Republic of Moldova, Mr Igor Grosu, requested an opinion of the Venice Commission and the OSCE/ODIHR on the draft electoral code of the Republic of Moldova.

Strasbourg - The Venice Commission is saddened by the sudden death of its former Lithuanian Member and former Judge of the Constitutional Court of Lithuania Prof. Gediminas Mesonis.

He was a widely recognised expert in constitutional law at home and abroad and an extremely appreciated member of the Venice Commission.

Georgia - request for urgent opinion

15/07/2022
On 1 July 2022, the President of Georgia requested an urgent opinion on the draft amendments to the Criminal Procedure Code of Georgia adopted by Parliament on 7 July 2022 (regarding covert investigative measures). The Bureau of the Venice Commission has accepted the request and authorised the preparation of this urgent opinion.

The opinion will be prepared under the Quick response Mechanism in the framework of the EU/CoE joint programme Partnership for Good Governance, co-funded by the Council of Europe and the European Union and implemented by the Council of Europe.

ANDORRA - Request for opinion

The authorities of Andorra requested the Venice Commission’s opinion on the Law on the Creation and Funcitoning of the Ombudsman (Raonador del Ciutadà).

The Venice Commission will prepare an opinion on this law for its 132nd plenary session (Venice, 21-22 October 2022).

SERBIA - Post-election round tables

Belgrade - Following the presidential and early parliamentary elections held in Serbia on 3 April 2022, the Venice Commission organises a series of post-election round tables with the National Assembly, the Republic Electoral Commission, media representatives, civil society representatives and members of the international community present in Serbia.

Amongst the international experts participating in the event are members of the Venice Commission and its Secretariat, OSCE/ODIHR and Council of Europe’s Parliamentary Assembly representatives.

The European Parliament’s Committees on Civil Liberties, Justice and Home Affairs (LIBE) and on Constitutional Affairs (AFCO) held a joint public hearing on the "Rule of law mechanisms in the EU".

The opinion was requested by the European External Action Service, introduced through the Delegation of the European Union in Tunisia.

Bulgaria makes a voluntary contribution

The Government of Bulgaria has made a voluntary contribution of €10 000 to support the Venice Commission action to promote the development of democratic institutions based on respect for the rule of law and human rights.

Santiago - The Centre for Public Studies (CEP) of Chile held a seminar on the implications of the Venice Commission “Opinion on the drafting and adoption of a new Constitution” (CDL-AD(2022)004) for the current constitutional process in the country.

New President of the Venice Commission meets the Secretary General of the Council of Europe

Strasbourg, Council of Europe – The newly elected President of the Venice Commission, Ms Claire Bazy Malaurie, paid a working visit to the Council of Europe on 12 January 2022.

Tashkent - The President of the Venice Commission, Ms Claire Bazy Malaurie, sent a video message to the Ministry of Justice of the Republic of Uzbekistan on the occasion of its 30th anniversary.

In her address Ms Bazy Malaurie highlighted a very good level of the ongoing co-operation strands between Uzbekistan and the Venice Commission focusing on the strengthening and promotion of the rule of law principles in the process of modernising the country’s constitutional and legal framework.

It is with deep regret that the Venice Commission announces the death of Mr Bernard Owen, a renown electoral expert.

From the beginning of the 1990s, Mr Owen was the first expert to work regularly with the Venice Commission on elections, and in particular on opinions relating to electoral legislation.
