50th Anniversary of the René Cassin Foundation / International Institute of Human Rights - Conference on the Rule of Law

Palais des Droits de l'Homme, Strasbourg - On the occasion of its 50th anniversary, the René Cassin Foundation - International Institute of Human Rights organised, with the support of the City of Strasbourg, a conference on "The state of the Rule of Law in Europe ". This event took place in Strasbourg in the premises of the European Court of Human Rights (Press Room) on 12 December 2019.

The purpose of this day, which was intended for a very wide audience, was the definition of the rule of law, the presentation of the normative framework and the setting up of a new monitoring and sanctioning mechanism. In this context, three debates on the following topics were held:

- Round Table 1 - What Rule of Law in Europe?
- Round table n ° 2 - Protecting the rule of law by law
- Round table n ° 3 - Monitoring the rule of law?

Mr Pierre Garrone, Head of Division at the Secretariat of the Venice Commission, intervened on the Rule of law checklist drafted by the Venice Commission, which is the reference document of the Council of Europe in the field.

Covid-19 pandemic -
Emergency powers -
 What standards?

During the current Covid-19 pandemic, national governments are taking exceptional measures to slow down the spread of the virus. On numerous occasions, the Venice Commission examined the limits of such emergency powers. The Commission has consistently underlined that State security and public safety can only be effectively guaranteed in a democracy which fully respects the rule of law. Even in genuine cases of emergency situations, the rule of law must prevail.
