ARMENIA – Council of Europe Action plan 2019-2022 - Steering Committee

Yerevan – Strasbourg – A representative of the Venice Commission will participate in a videoconference between representatives of the national authorities of Armenia and their Council of Europe interlocutors. He will introduce the opinions on the judicial code and on the constitutional implications of the Istanbul Convention (on preventing and combating violence against women and domestic violence). The purpose of the event is to review the progress of the implementation of the Council of Europe Action Plan 2019-2022 for Armenia and programming future co-operation between the Council of Europe and Armenia for the period 2020-2021.

 What standards?

 


During the current Covid-19 pandemic, national governments are taking exceptional measures to slow down the spread of the virus. On numerous occasions, the Venice Commission examined the limits of such emergency powers. The Commission has consistently underlined that State security and public safety can only be effectively guaranteed in a democracy which fully respects the rule of law. Even in genuine cases of emergency situations, the rule of law must prevail.
