By letter dated 8 October 2021, the Minister of Public Administration and Local Self-Government of Serbia, Ms Marija Obradovic, requested an opinion of the Venice Commission on the revised draft law on referendum and the people’s Initiative. During the 128th plenary session, the Commission authorised the preparation of this Urgent Opinion and its publication prior to the 129th plenary session (10-11 December 2021).
On 24 September 2021, the Commission had issued an urgent opinion on the first draft of this law, submitted for opinion by Minister Obradovic on 2 August 2021. This opinion was endorsed at the 128th plenary session (15-16 October 2021).
The opinion will be prepared under the Expertise Co-ordination Mechanism in the framework of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
