Rabat - The Venice Commission organised a training seminar on the evaluation of laws by the parliamentary institution in Rabat on 5-6 March 2024 in collaboration with the Parliament of the Kingdom of Morocco and the Parliamentary Assembly of the Council of Europe.
By developing the capacities of parliamentarians and civil servants of the two Houses of Parliament in law evaluation, the seminar aimed to contribute to the development of quality legislation. The event brought together members of the Parliament of the Kingdom of Morocco, academics, national and international experts and representatives of the Venice Commission, the Parliamentary Assembly of the Council of Europe and the European Union Delegation to Morocco. The discussions contributed to an improved understanding of international standards, in particular those identified by the Venice Commission, and stimulate exchanges of good evaluation practices from other countries. Through practical exercises participants improved their knowledge of law evaluation methodologies, and the drafting and monitoring of recommendations concerning evaluation reports.
A high-level presence was ensured by the Venice Commission with the participation of Ms Granata-Menghini, Director, Secretary of the Venice Commission and members of the Commission in respect of Morocco and Monaco.
Bilateral meetings with several state institutions of the Kingdom of Morocco were held to discuss the state of cooperation between Morocco and the Venice Commission.
This seminar was organised within the framework of the joint Council of Europe - European Union programme “Protecting human rights, the rule of law and democracy through shared standards in the southern Mediterranean” (South Program V) co-financed by the two organisations and implemented by the Council of Europe.
